American Embassy, London, February 26, 1908.

WITH reference to your note of the 27th November, 1907, regarding the proposal of my Government to appoint a Commission to investigate the question of the opium trade in China, in which you state that His Majesty's Government would be glad to receive some more precise information as to the proposed procedure of the Commission, I have the honour to inform you that further information on this subject will be sent to you through this Embassy as soon as all the replies from the various Governments interested shall have been received by the Secretary of State at Washington.
